Zone A, B and C of Barangay San Miguel, Tarlac City are facing Demolition issue and this is a very crucial matter for us. It means there is a threat that we will lose the very home that we have now and it is very eminent lately. There have been a series of meetings between the Zone association and the NOLCOM – Northern Luzon Command and Nolcom issued a proposed MOA (Memorandum of Agreement) which in my assessment is very unfair on our part.
I met my husband in Tarlac when I was relocated here 18 years ago. I am a daughter of a military, Col. Aureo B. Bustinera, a US WWII veteran. I was raised to embrace home and family and my dad taught me to be righteous and loyal. My husband’s father and 4 brothers served the Armed Forces of the Philippines as well and 2 had died in active duty. This is the reason why my hub’s family is residing here. The lot where our house was built had been awarded to his father more than 50 years ago. This serves a permanent home for my hub’s family for many years. I never had the chance to meet my father-in-law since he was already deceased many years before I meet my husband. We were both military children so we knew the essence of discipline and loyalty to home and family which our dads taught to us. When I married hub, 15 years ago, we embraced the same principle of raising our kids in the light of loyalty and discipline. My kids are growing with leadership yet, very loving and homebody.
When I read the MOA from Nolcom last week, I had a hard time getting a normal sleep. My kid’s future is at stake. There is a threat that one day we shall wake up homeless. It is so unfair. How can the government tolerate this? For more than 50 years, people are living here peacefully, soldiers served their purpose and some even died like my 2 brothers-in-law, tilled this land and made it a home. Now that progress is coming to our place, will it be the same progress that will make us homeless and poor? How about our house that we built for years? We were in debt for many years to build our house so we can provide our kids a decent home.
Is this the Strong Republic that the government is flaunting in their speeches? How sincere is the call when they are threatening us to take our home instead of providing it to its constituents? I can say that everytime the government is taking steps like these, they are creating enemies and waging war against the very people that have been very loyal and dedicated.
As I write this post, I know it will add another danger in our lives but I cannot rest and wait for that day that I will wake my kids homeless. I am asking the Government to take a second look and pay attention to people’s issues. I am lobbying this in behalf of my 4 kids and the rest of the small children in our neighborhood. Please don’t make them homeless… Please provide us a home… don’t take it away from us.

Bakit masyado ata tahimik ang isyu nyo jan? kng di ko pa nakita ang blog mo di ko alam na pinapalayas kau ng mga tutang militar ni Gloria. Walanghiya talaga yan administrasyon natin tamo sobrang tagal na nyo jan at madami ng administrasyon ang nagdaan tapos sa ilalim ng poder nya palalayasin nya kau jan ng ganun ganun lang? Di na nahiya, kapit probinsya nya na nga kau. dapat ilapit nyo na sa midya ang isyu nyo. Umuunlad na kac ang paligid nyo kaya yung lupa nyo ini interes pa nila, malaking pera kurakot nga naman yan pag naipagbili. saka yang moa nyo ginawa kaung idiot ha, ano akala nila sa inyo jan di nakakainitindi ng english? sukat ba namang sabihin nila na “the first party shall relinquish all the rights to the house you erected???” meaning isinusuko nyo na ang bahay nyo sa kanila?? akala ko ba lupa lang ang gusto nila e pati bahay nyo gusto pang kunin ng mga buwaya ah! pasensya ka na ha nawala na ako sa sarili sa sobrang inis ko, regular reader na kc ako ng blog mo at nakakagalit na malamang me threat na mawalan kau ng bahay na ilang taon nyong pinaghirapan. marapat lang na hindi kau pumayag, wag kau matatakot kahit nolcom pa sila dapat maisip nila na tau ang nagpapasahod sa kanila at sundalo sila ng bayan hindi ng pribadong gobyerno.

Malaki nga ang kinakaharap naming isyu at alam kong hindi magiging madali ang laban namin dito. Actually di ko nga pala naisama ang Barangay Yabutan, kasama din sila dito. Me nauna na din napaalis, yung nasa Village sa loob. Naging madali para sa kanila ang pag papaalis duon, pinutol nila ang serbisyo ng kuryente at tubig at binawal ang pagpasok ng transportasyon kung kaya napilitang umalis ang mga tao.
Me mga pauna na ding paggiba sa ibang bahay d2 pero nagkaroon ng mga pagtutol sa hanay ng mga tao, nagbuo ng asosasyon at ngkaroon ng mga kinatawan, me nai file din na kaso at patuloy ang hearing.
Ayon sa meeting ng baranggay me mga effort na hatiin ang mga tao at guluhin ang isipan kaya pinalabas ang Moa, sa pagpapalabas nga naman ng Moa ay matutukoy mo na ang mga taong ayaw pumirma. Sana naman tubuan ng kunting kunsensya ang mga sundalong nakaupo ngayun d2 na hindi naman kami mga langgam na pwede na lang basta palayasin.

By the way nagkaroon ng meeting the other day, inilapit ng asosasyon kay Gov. Yap ang problema namin d2 at gumawa ng letter sa pangulo para i address ang problema.
Ang mga option na na discuss ay babayaran na lang ang lupa at kmi na lang ang bibili instead na paalisin kami at ibenta nila sa iba. Nasa more or less ay 800/sqm pero under negotiation pa din ito.
Me mga usapin din sa Nolcom at reaction na bakit daw dumederetso ang asosasyon sa mga pulitiko.
Usapin din yung kasong isinampa against Nolcom dun sa dating paggiba nila kng ipapa dismis na o ipapa archive pa muna.
Ang mga kaisahan ng mga miyembro ay ipa archive na lang muna yung kaso at saka na lang ipa dismis pag me hawak na kaming kontrata na pababayran na lang sa amin ang lupa…
Pero ang lahat ng ito ay magbabatay pa din sa pagkakaisa ng mga taga rito. Nanawagan din kami ng suporta na sana ma higlight ang issue para me pressure din.

Taga Zone A me, 7 years p lng kmi dyan nabili nmin ung lote at bhay, sana naman ibenta n lang sa atin o kya i award n lng palagay k kung continues follow up ky Guv or s Malacanang my posibility n ibigay n s atin yan kc mttagal n ibang tao dyan diba, pero minsan nappansin k dyan ung ibang tao wlang paki alam bsta wait and see n lng cla…paki update n lng ako uli, pra kung sakli ibenta umpisahan k nang magipon..Thank u uli….and god bless u always and ur family…

uu nga yung byenan ko nga iilang bahay pa lang yung nand2 nung nalipat sya sa kampo d2 na din pinanganak yung mga kapatid ng hub ko, yung ibang ate at kuya nya ay more than 50 yrs old na e kc kmi ni hub ay malapit ng mag 40 kya almost 60 yrs na cla d2.
Me ilang bahay na giniba last year kya nagsampa ng kaso laban sa nolcom ang asosasyon, kaya nag issue ng TRO pra di matuloy yung paggiba then napalitan yung General kaya di na natuloy. Kaso bago na naman ngayun ang General, gusto pa atang mag pa pogi kaya pursigido kaming paalisin. kaya naisip pa nila yung MOA na yan. pero wla pa naman payag na pumirma. Sa ngayun ay waiting pa kmi sa next meeting.
Tama ka sa obserbasyon mo, karamihan nga d2 ay walang pakialam, kunti lang ang dumadalo sa mga barangay meeting, naghahantay na lang sila ng pasko. Hindi ba nila alam na sa meeting pa lang ay nasusukat na ang lakas at pagkakaisa ng barangay. Kaya nga nilagay ko na din ito sa blog ko para naman yung iba makonsyensya at magparticipate pag nabasa to kahit pa nga alam ko na maba badshot ako nito sa kampo…

Glad i stumbled upon your blog. Me and my old folks used to live for 27 years in Barangay Village. We were one of the families who became victims of demolition inside the camp. My father was also a former military personnel who shed tears and blood for our country during his active days. We were able to build a nice abode to live in inside the camp out of his retirement fee which most of my neighbors also did the same way.I never thought after two years of enjoying our newly renovated house back then, NOLCOM handed us a memo informing all residents to vacate the area at a given date. Despite our hand in hand unity to get what is due to us, we ended up giving up the area. They started to cut our utilities (electricity followed by water) leaving the especially children cry during night time. It was then followed by removing our only means of transportation (tricycle) to go in and out the camp. Thus , ended each family left their hard earned houses without a single penny in return from any structures we’ve built. Yea, they were so cruel for doing that to us – each family was forced to go back to zero – empty handed.
Due to work commitment here in Makati, I only got updated whenever I go home to visit my family. I did not witness the actual scenario during the day of demolition but it really touched my heart how my parents and siblings put in words what actually happened. Now that its been over two years since that nightmare, my family found a place in Bamban, Tarlac which I loaned from PAGIBIG, to start all over again. It was hard, really. We lost contacts with some of our neighbors; others said that they were at a far relocation site in Urquico (never been there) and those with remaining savings at hand, forced to buy a lot in Burot and San Rafael.
I was once in your shoe. I understand how it feels fighting for what you believe is right. Here, I’m crossing my fingers for you and the rest of your neighbors that these people in authority may be touched by God’s hands and give you what is ought to be. Stay strong and believe that everything will fall into proper places.
P.S. I was there last week to visit an old time friend in Tarlac and it was nice to see (I was riding a mini bus then) the new Robinson’s Tarlac. I heard there would also be SM Tarlac to rise in San Roque. Whew,can’t wait to lurk around Tarlac the next time I will visit (got run of time last time). I’l keep coming back here to check what’s new in Tarlac. Tnx.

I am glad to have you here too.
I am writing this issue hoping to reach the eyes and ears of my fellow blogger and help me remind NOLCOM and the Philippine Government that they are living and earning their salaries out of people’s sweat and perseverance. But recent eventualities and their agendas are clear manifestations that this Government is no longer of the people, by the people and for the people.
I marvel how they can afford to execute this inhumane treatment and yet they still have the face to ask for people’s loyalty. Sometimes, I really marvel for their robotic attitude and yet seeing them in TV kneeling and attending the mass. Is this what they call hypocrisy? I just wonder how can I be proud of this kind of government.
Thanks for a very detailed comment. It really pains me but I’m just counting the days til that dreadful moment that they will push us out of our hard-earned home.

tol, i am not familiar with legal issues pertaining to these “military reservations”.
pero why this MOA ehn you said your place was awarded to your family decades ago? di ba when they award a certain piece of land, it comes with a land title? yes given that it’s a military reservation, which legaly means, owned ng military yung property. pero the fact na inaward means, it was given to a private individual na di ba?
have you asked a court for an injunction yet?

Tol, according to the olds here, historically this is not really a military reservation because this land has been donated by a philanthropist millionaire who is a native from Tarlac and solely for the purpose of housing for the military and their families because most of them came from far flung provinces, like my father-in-law, he came from Isabela and was relocated here.
Yes, it was already awarded and that’s the irony, they are taking it back because it’s one promising resources where the government can extract funds for the coming 2012 election. They plan to sell these land to wealthy commercial investors. Yes, we filed a case last year which hold them from crashing our homes because the court issued a restraining order. Actually this is composed of adjacent barrios and they successfully retracted the lands and houses of some barrios like what Bhang narrated in her comment above. The problem with them is that, they never had the chance to bring out the matter to media to sensationalized the issue. But this time, residents are taking effort to fight for our homes and even the soldiers here are willing to fight and use their guns if worst comes to worst and that’s the dreadful part because we may lose many innocent lives…

Yep best friend sila ni hub ko, they are childhood friends at pareho sila dati nag sakristan sa simbahan ng kampo. Marami syang pics d2 sa mga ibang posts ko kc pag minsan kasama ko sya sa mga projects ko.
